1994 Mercury Sable Repair Question

Will not go out of 3rd. gear when i am driving. what could it be? e-mail address hrice471917@yahoo.com
Car was sitting for about a year. Then when I started to drive again it would not shift out of 3rd. gear. What would cause this to happen? The car it a 1994 mercury sable.We put a throttle position sensor on it did nothing.

the valve body may be rusty not allowing the valves to move.
try having the system flushed otherwise it needs to be pulled and overhauled.
