Security system will not shut off

I have a 94 jeep grand cherokee my alarm has been tripped the lights flash and security and gas pump shut off. I dont have key fobs ive tried unlocking all doors and lift gate with key ive changed ignition switch befor and keys still worked in door ive unhooked battery doesnt do no good
