I want to replace the rotor and I heard that you need special tools

I know how to remove front caliper and pads. I want to replace the rotor and I heard that you need special tools to remove the hub since I have a manual locking hub. What's the process and what tools do I need to complete the process. I heard I needed a spanner socket is there a certain tourque spec for that?

For torque move rotor back and forth and tighten to 70 ft lbs then back off 1/4 turn then retighten to 15-20 ft lbs. See pics for other instructions tool shold be available at auto parts maybe for rental
