The transaxle is designed to send power to the wheel with the least resistance. Therefore, you will have to someway modify your design so that each axle has equal resistance; otherwise, the free side will spin and the generator side will not turn.

Would it work if the other wheel side was locked solid?

The diffferential is going to seize in no time.

If it is mainly for the purpose of running the generator, you don't need the transaxle. Remove transaxle and clutch and fabricate a mount for the starter motor. You can the modify the output shaft to be connected to the flywheel.
