1994 Delta 88 keeps cutting off when foot is off gas or slowing down

The car runs fine as long as I keep my foot on the gas. When I take my foot off the gas or when I am slowing down my car will cut off. I then have to put it in neutral to restart it. I have noticed that the rpm's will go all the way to zero and then back to one before it cuts off. I have had an induction cleaning done on it and also new fuel filter and fuel lines. Any thoughts to what might be wrong with it?

Check for vacuum leaks and check the idle air control valve (IAC). The IAC is responsible for maintaining the engine idle speed.
