CHEVROLET SILVERADO HEATER PROBLEM

1994 Chevrolet Silverado • 200,000 miles

Heater does not blow hot air. Heater blower works, changed thermastat, checked heater core and is clear and water flows both ways through it. Coolant level is full. Engine heats up and top and lower radiator hoses get hot but the heater hoses does not. Heater blows cold air.
It seems like the water is not flowing through Heater core but water runs freely through it using a garden hose through both hoses. What am I missing? Thanks for any help in advance.
