1994 euro. My ac works fine under 1800 rpms. When I accelarate air comes out at the floor. When I let off gas it comes out of vents. Could it be the vacuum cannister? If so where is it located?

Definately sounds like a vacuum leak. Probably a split/loose hose in the HVAC system. The vacuum reservoir is usually a black plastic ball shaped unit under hood somewhere try under battery or around fenders.
