1994 Chevrolet Caprice squealing noise

When car is started and running it makes a high
pitched squealing noise it used to go away now it stays I know it can be belts water pump ect. (HELP).

Start with the belt, and while its off rotate all the pulleys by hand to see if any are hard to turn

If theres no pulleys hard to turn then replace the belt and go from there
