car wont start

I have a 94 cadillac deville with 4.9l engine. Lately when i try to start it a clicking noise is heard under the hood and when this clicking noise stops you can turn the starter and the engine will start and run fine. When you turn the car off the clicking is heard again for a few seconds. Now the clicking is heard but it doesn't ever stop and the engine won't run. Can this be the fuel pump?

Do you hear the fuel pump for a few secs if so-Check the fuel pressure with gauge if its within specs-could be the starter relay if it has one
