1993 Toyota Previa Repair Question

I have a Toyota Previa 1994. The heater does not work below 3000 rpms. The fan works fine but below that benchmark it blows cold air. Whats wrong?
The heater works fine on the highway. If I drive above 3000 rpms it works fine. Around town it obviously does not work well. Does OK in first and second gear if I keep the rpms up.

check the coolant level first.if it's low it won't heat. then check to see if cablesare opening doors and for a faulty water pump.
