1993 Mitsubishi Eclipse Repair Question

93 gsx problem
I have a 93 eclipse gsx and it won't go over 4500 rpm. The shop told me somebody didn't want it to be a race car so they made it be that way. What would cause this? The shop also told me it would be super expensive to fix.

Well if was made to not rev past 4500 then it can be unmade. Have you contacted previous owner? did this not come up on test drive? this shop Dealer?
