Car will start only after a while

When I turn on the car, all dash lights turn on except for check engine and car won't start. If I wait a few hours, perhaps with engine oil cap open, CE light will flash on and car will start. Solutions please?

I did and there were no codes, just a solid signal. I've pulled codes before using this same reader so it's not my first time. I think the electronics are getting sketchy--one time last month I was hearing a steady ticking noise along with the battery indicator flickering dimly, but it went away after I restarted the car. Another time I had all of the dash lights flickering randomly; again it stopped after a restart.
