1993 Mercury Sable Repair Question

Trying to fix the brake light switch, pin won't stay on to keep every thing together.
I have every thing on right, but the pin and white washer won't stay on correctly. If y'all could tell me how to put it on and if I need tools I would greatly appreciate it.
