Won' Start

My 1993 Lexus was running and died now won't start. I also am getting error code 21 oxygen sensor. Could that be the problrm.
Have changed fuel filter and EFI Relay. Also Distributor cap. Also Changed ECM

The O2 sensor should not be causing the non starting.

Have you checked what is missing causing the non starting?
