Engine 'surging' during SMOG test

My car failed SMOG a few weeks back (the Hydrocarbons were too high). I just had 2 new catalytic converters put in and I took it for a retest. The tester was not able to keep it within range of required speed as they say the engine kept 'surging.' What could be wrong? This problem didn't seem to be there for the first test.

Have O2 sensors checked if they are not providing correct air/fuel info computer will hunt and cause surge
