i went to change my spark plug wires on my 1993 honda accord and seen that there is oil where the spark plug goes.....why is it full of oil ???

Either the plug seals under valve cover or the O rings under the rocker arm carriers, or both are bad. You would need to remove the valve cover to replace the gaskets together with the seals and bushes.
Parts are commonly sold a s a set.
