1993 Ford Ranger Repair Question

Ford Ranger Click Problem
Hard or no start, fuel pump runs continuously with KOEO, will not pull codes with reader, when it does start idle is rough, I feel the fuel pump relay, it sometimes clicks rapidly, sometimes sporadically. Switched relay with EEC relay (same type), it clicks also.

check fuelpressure it is either low or maybe high check fuses underhood for aldlit may be a fuse or checkto see if it's lost power
