Bought chevy with sluggish running problem did all tune up on truck and still run with low power when driving at high rpm truck starts to shut off and run sluggish checked all vacuum lines and everything looks good what could this be

There are a lot of possibilities, such as fuel pressure, fuel volume, clogged cat. Can you remove, the front 02's and drive the truck. To check for a clogged cat? Do you have a fule pressure gauge?

In that case I would suggest that you do a fuel pressure/volume test.

Well.I took fuel filter off and put new one on and now truck wont start and fuel pump doesnt come on
