plugged in a decoder to find out that there must not be any power to the rain box checked the fuses none are bad. car runs but when its wormed up it wants to die in reverse and at vary low RPM and when stopped in gear

Have you checked for vacuum leaks and the idle air control valve?

did that I have a decoder plugged it in and there is nothing, like there's no power to or from comp. checked all the fuses. without power there how do I get a diagnostic

You can't get codes if the port isn't working.
