CADILLAC DEVILLE FUEL PRESSURE PROBLEM

Car is hesitating during acceleration (not every time but more often than not), especially when going up an incline. It also idles fast. This has been going on for a while now and our mechanic can't seem to figure out what is causing it. He has done some maintenance on the transmission and replaced the oxygen sensor (twice) and EGR valve (car had given those codes). This has not solved the problem. Yesterday the car began surging. Is it possible that the hesitation, fast idle, and surging are related? We checked the codes last night and got E13, 27, 71, and 98. Also, our mechanic said that our fuel pressure was low when he measured it - it read 36psi. However, the manual that came with our car says that 33-45 psi is the normal range for the fuel pressure so I'm not sure what to think about that. Any insight that you could provide would be great.
