I replaced my fuel pump and fuel filter in a 92 toyota tercel, yet is still will not start. However, I can spray ether into a vacume hose and start it temporarily without any issues.

Is there another filter or is my injector, rail, or pressure regulator to blame?

See if the pump is getting power. Charging the fuel rail takes time as well, sometimes a minute or two.

I will throw my multi-meter on the power supply. What voltage should I be looking for. It will sputter and start but as soon as I let the key off it stalls.

Keep cranking it, it will start. Battery voltage will appear at the pump

It will not stay running. I have taken it to a machanic and the tested the fuel pressure and it was low. I replaced the pump, still same problem. He even advanced my distributor so the car ran so rich it stayed running for about five miles. Then the promblem returned.

But with the ether, it runns like it always has.

The fuel pressure is low? The pump does not control the pressure, the fuel pressure regulator does.
