1992 Mercedes Benz 190d Repair Question

We had 4 inches of rain yesterday....heater worked fine then this morning there is no sign of life..could the moisture cause this or has it just died?

Bad blower relay or fuse. Failure caused by moisture. Someone kicked the ground wire loose on the blower.
