Does manually shifting to D3 increases the the engine rpm?
Was anything done prior to this occurring?
Does D4 light blinks while driving?

At 4000 rpm it could be stuck in 3rd gear and not upshifting to 4th.
Try using D3 at same engine rpm to see if the vehicle speed is similar.

Seems the gear ratio is not correct for this vehicle and it could be due to replacement with a different model transmission.

The torque converter is supposed to work when cruising. Slight to moderate acceleration would increase the rpm by about 300 rpm. Test and see if this occurs.

Check the throttle pressure cable adjustment. If the cable had been adjusted too short, the torque converter would not operate correctly.
