1992 Ford F-150 fuel pump?

When I try to start on a wet or cold day, I can hear the pumps come on, it will not start until the pumps turn off, sometimes taking 20 minutes, once they turn off, it starts like a dream and runs great, and will start instantly when its warm and dry, I have replaced everything.

If you are referring to the fuel pumps, they are only supposed to run for 2 seconds and then shut off until the computer sees a cranking signal.

I know, when its warmed up or if its a hot dry day, it starts with no hesitation. When it cold or wet or when its been sitting over night, I put the koeo and I can hear the fuel pump run (either tank) for up to 20 minutes they then click off and it starts, no rough idle 22mpg on highway, I have replaced both pumps and check valves, and basically everything under the hood, I am at a loss, fuel pressure regulator has been replaced, ambient air sensor, distributor, cap and rotor.

I don't know what you are seeing but the pump doesn't run for 20 minutes without the engine running.

If you lean down at the rear wheel hub on the driver side you can hear the pump, it makes a fine hissing noise, when you change tanks the hissing noise switches to directly from each tank, and yes they do make a noise

Then you have an electrical issue because it's not supposed to do that.
