1992 Ford Crown Victoria Speedometer

My car speedometer is going to 12 mph and just staying there even if I am doing under that. I changed the sensor that is in the transmission it didn't make a difference. This morning it went to 17 and stayed I don't know what else it could be. Went behind the dash and there was no type of sensor just two clips of wiring.

There a few components that can cause this. The sensor on the transmission you mentioned, the instrument cluster and the wiring in between these two components. If the instrument cluster works above 12-17 mph on the speedometer then I would suspect the instrument cluster.
