1992 Dodge Truck Repair Question

What would make rear brakes not work at all. Took drum off and when u step on pedal they don't even attempt to engage

Its a 3/4ton king cab 4x4 Cummins automatic

Check the wheel cylinder could be corroded inside and seized-up or the proportioning valve-
