1992 Chevrolet Caprice Repair Question

Chevrolet Caprice Engine Problem
The oil needle says its low put oil in still saying the same thing.plus the engine makes a ticking noise what could be wrong and can i fix it myself with parts

Check oil pressure. 6psi at 1000rpms
18 psi@2000rpms
The engine might need an over-haul?
