1992 cadillac won't start

My car won't start.I can smell gas when I try to start it coming out of the tail pipe. I don't see the fuel filter on the car. I seen it not to long ago. but when I try to start it says I have 13 gallons in it. I also tried to charge the battery yesterday. It charged and I tried to start it three times and it would not start. When I put thecharger back on it the battery was dead. I also sprayed ether in the carberator and it still would not start.
