Changed entire headlights control arm on 1992 Acura Legend LS with one from salvage yard taken from same year model with 186,000+ miles, still will not go to lowbeams. Could both control arms be defective?
Can both headlights control arms be malfunctioning?

This can happen, as you do not know what used parts are like until fitted, but have you check the rest of the system, fuses, relays globes?
