1991 jetta won't pull itself up a hill

my car runs fine until you try to climb a hill, then it downshifts and won't pull itself.

Check to make sure the fuel pressure is within spec. Also, check to see if the catalytic converter is plugged. If the check engine light is on, have the computer scanned to identify trouble codes.
