1991 Lexus ES 250 Repair Question

Lexus ES 250 Coolant Problem
Both radiator fans stay on constantly with key on. Turn off when key is turned off. Replaced coolant temp sensor to no avail. Please help. 2.5L V6 2VZ-FE Engine.
