1991 Honda CRX Repair Question

1991 crx surge at steady throttle
I just bought a 91 crx with dpfi. has 160k miles on it.
i noticed that when i rev the engine while in park i cant hold it steady. the rpms go up and down and at times as soon as i slightly open the throttle rpm drop to about 400 and stay there until i take my foot off the pedal. i set the tps at .47v and did a sweep and it seemed to be fine. there is times when the idle surges when parked so i took off the aic and cleaned it, didnt really change. Since i know this car is speed density, im leaning toward an air leak, which would make sense. any ideas?
