Timeing

I have replaced timeing belt on a 1991 dodge stealth R. T. twin turbo double overhead cam all wheel drive when set to time it calls for the crankshaft to be turned 1/4 turn counterclock wise then back to time to check timeing marks before next step. crank wont turn counter clock wise crank bolt backs out of the crankshaft what can i do?
