1991 Dodge Shadow cranks wont start

I am not getting power to my coil but when I do it still wont start I also noticed that my distributor isn't turning while im cranking

Your saying the distributor rotor isn't turning when you crank it? Check your timing belt.

I pulled the cove off timing belt and the valve cover off the engine will only rotate half the time when cranking then it will stop. I turn the engine over with a wrench it acts like something is like broke or stripped

Sounds like internal engine issue. You could remove oil pan, take a look, then move higher up. Remove distributor then camshaft to try to find the problem.
