How to fix for emissions

i have failed smog 3 times now, ive changed EGR valve. retimed it which after i retimed it, it keeps advancing by 5. ive changed the oil. ive even put CRC guarenteed to pass and it made it worse and turned my truck into a GP. what else do i need to do???? its not the CAT converter. ive went to a muffler shop they told me it was fine. even the smog guy said the numbers for my CO2 were right on its my HC and NOx levels that are off. without the G2P my HC levels were 133 and my NOx levels were 1033. after i run this tank of fuel out to get the G2P out of my gas tank, what else should i look at???? HELP!!!!
