1991 Chevrolet Corsica Repair Question

91 chevy corsica cold weather hesitation and lack of power. after warms up seems better? acts like a misfire or lack of fuel?
When cold has no power and shutters. after driving for aprox 30 min at highway speed seems OK. still idles rough, but has better power?
