1991 Chevrolet Camaro Hard start

Hello,

I have a problem with starting this camaro. I have to hold or press the gas pedal to get it to start. I replaced the iac valve twice. I tried to reset the iac valve and it worked the first time. After I turn the car off and try to restart, it doesn't start. I cleaned the the iac passage. Have good fuel pressure.
iac valve test:
A (.4 volts
B (11.4 volts
C (.4 volts
D ( 11.4 volts

Have you checked the coolant temp sensor yet?

I replaced it last year thinking it was the problem. Same thing happened. I'm stumped. Parts I replaced in the past year ( temp sensor, map, tps, egr, fuel pump, fuel filter, plugs and wires, coil, cap and rotor, pick up, pressure reg. The car is my project car so was replacing these items anyway.

Forgot to add that when the key is turned the pintle of the iac valve is fully extended. Blocking the port. It never moves in. The only time it will move in is when the computer is in diag. Mode. Then the engine starts in high idle then gradually extends and the idle goes down.
