1991 Chevrolet Camaro Repair Question

Chevrolet Camaro Gas Problem
My car runs good everywhere except when going uphill. while going uphill it deaccelerates and when i push on the gas for it to go faster the rpms just go up but it doesn't go any faster until i get to where i am either going downhill or get to level ground then it shifts and runs just fine any suggestions on what it could be?

If the vehicle has od, Have you tried downshifting into drive? When it tries to bog, if you manually downshift, does it help?
