1991 Cadillac Deville Repair Question

Cadillac Deville Click Problem
The cadi cranks but wont start. we got it started with starter fluid and it ran. we figure the problem is electrical, and found a relay (under dash passenger side) that seemed bad because it would click over and over again at frist slow then when we replaced it fast. please help thank you (see diagram)

first, do a fuel pump pressure test. then we proceed.
