1.5 back wheels are locked up

1990 Plymouth Colt 1.5, mileage: 115,000. It looks like the back wheels are locked up. I cannot drive backwards and driving forward produces smoke and loud squealing noises. Is this a problem with the brakes locking up or could it be the back axle?

Remove the rear wheels and brake drums and inspect. We think that the brakes are locking up.
