Boost holding-back

My nissan skyline rb20det....when i boost it and it gets into the high boost or high revs...it sorta feels like it holds back....i dont use my boost control either because as soon as i flick it on it holds back worse could it be that i need to change my air flow meter to an after market meter? i have a t04e/t4 turbo.

Have you checkeed th fuel delivery? A clogged fuel filter would not allow sufficient fuel to get to the cylinders at high rpms.
