1990 Mazda Miata Repair Question

My 90' miata is locked in reverse. Is this the transmission or the throwout bearing? how big of a deal to repair?
The shifter moves, but will not change gears. 1st and 2nd are reachable, but do not engage. 3,4, 5 are not reachable. Reverse is the only gear engaging.

Check linkage to transmission.
