1990 Lincoln Town Car shift shaft tube

I have to replace my shift shaft tube and have removed the for bolts on the bottom of column. It still seems something is restricting it from dropping low enough to get to. Is there something I missed

Make sure you've disconnected the string that goes to the shift indicator on top of the column

The string that attaches to the hook lever that is on the shaft correct? If so I have already done that there is some kind of brace that seems to be stopping it from lowering the rest of the way. I just wonder if I need to take the whole dash out to get where I need to be? Thank you for your help.

Once you get the knee bolster off theres 4 nuts that hold up the whole shaft. There really shouldn't be anything else holding it there. The dash doesn't have to come out
