1990 Jeep YJ Repair Question

Troubles starting..

I have a 90 jeep yj. I replaced the fuel filter, distributor cap, and rotor. Now i have problems with startingIt acts like its out of gas, but the tank is full. I prime the pump several times, and it coughs and sputters, almost like the timing is off. But once it starts it runs fine. Do I ned to do the timing? Or could it be a vacumm system issue?

YOU HAVE A CARB AND A MECHANICAL FUEL PUMP?

258 OR A FOUR CYLINDER?

EXPLAIN HOW YOU ARE PRIMING THE PUMP?

WHAT WAS DONE PRIOR TO THIS HAPPENING?

HAPPEN OUT OF THE BLUE, OR MAYBE SOMETHING YOU DID CONTRIBUTED TO THIS?

CAN'T GIVE 100% AID, UNLESS I KNOW THE FULL STORY
