When you turn on the headlights there are no tail lamps. If you turn the blinker on while the headlamps are on the side you turn on bright comes on but doesn't flash. If you turn the headlamps off the rear blinker will work but is dim. The hazards work all the time.

This sounds like a bad ground at the rear of the truck which is common. Check the headlamp switch and turn signal flasher. Here is the wiring diagrams so you can see how the system works. This guide can help as well.

Ck. The turn signal and parking fuses with a test light. Then check the voltage at the sockets from the switch. Its a bad fuse bulb or socket. If your getting power to the socket and the bulbs are good. Next replace the flasher unit.
