1989 Honda Prelude Repair Question

Honda Prelude Fender Problem
I have an 89 Honda prelude and the all four seat belts aren't locking when I break? how would I fix this? The car was in a collision just on the front right fender.

are they not locking when you pull on the belt fast if so then replacement is necessary
