1989 Dodge Raider Repair Question

When i add gas to tank at the point where fill tube meets gas tank theirs a bad leak...will this cause the vehicaal to run bad?
Vehical loses power when excellerating or shifting gears.....failed emission test HC PPM READING...485 ALLOWED...189
CO % READING...10.50 ALLOWED...2.36
CAN THIS BE RELATED TO THE LEAK AT THE GAS TANK?

Yes. Your fuel system cannot leak at all. If it does it will fail every time. This needs to be fixed before it will pass emissions test.
