Toyota Corolla Distributor Problem

Dear Sir,
I have been tuning my 1300cc 4K-J engine station wagon since 1988.I got it decarbonized recently. The job was satisfactory.
In the past when timing was adjusted with the Timing Gun I saw the timing mark on the crank pulley moving when I rotated the distributor to set 7 deg.advance.Now the timing mark does not vary when I increase RPM.The vaccum gauge reading is ok.The Distributor has two vaccum hoses.The engine performs well.
I appreciate your kind advice to rectify the problem.

Using a service wire - did you short out the correct terminals of the check connector - so that timing of the vehicle is allowed??
