Serious sensor issues? or a simple vaccum leak?

I have serious idleing issues and cruising issues. when the car is accelerating at all is smooths out and runs fine. i was told that the tps needs replacing but i am not sure if that is the only problem. when slowing to a stop the idle lingers around 2000 rpm and when accelerating above 3000 rpm the throttle seems to stick up around the 3000 mark. plus idle is seriously rough and it wants to die. usually runs around the 750 -1200 rpm mark but necer holds at a constant smooth idle. could this all be caused by a plugged IAC sensor or from it sticking or would it be a combination of both. i also noticed that it is boosting around 17-19psi. but when its boosting it is perfectly fine so i now its not a wastegate. oh it has an aluminum rad and intercooler, plus an aftermarket RFL wastegate. n e help would be wonderful!!!
