Chev 6.2 diesel.will not turn over. i replaces both batteries.can the issue be something different than a starter?

Yes, it can be the starter or its relay, batteries, ignition switch or even a seize engine. Did you try to turn the engine manually?
If it is not the engine, get the starter tested first.
